What The Adjustment Bureau calls 'chance' is the Spirit moving through the fallen world and demonstrating His power to prevail over lower powers. Harry was only partially conscious of the Bomb he was planting in them, because ultimately it was the Plan that was unfolding and not merely the idea on his mind. He succeeded because it was the Plan, just like he failed so that the Plan could resume. Anyone with a hand has the power to spill coffee on you and try to achieve a specific goal on his mind; still He could be planning to use that situation to get you Out of the enemy's net. Only later he realizes that there was an invisible secret Agent working on a deeper level all along, and he wonders if he could cooperate with Him again.
